The surface looks like it has wood chips torn up from the surface leaving small depressions in the wood surface.
The feed speed is set too high on molder during machining of the product, or cutters are worn. The phenomenon can be difficult to avoid where wood has certain types of grain configuration.

Progressive sanding will usually remove depressions, otherwise products can be defect cut with minimal effect on waste.
